Building Labeling (PBE Edifica)

The Brazilian Building Labeling Program (PBE Edifica) was established through mutual cooperation between Procel, Inmetro, and the Brazilian academic community, particularly the Federal University of Santa Catarina (UFSC). Through its Laboratory of Energy Efficiency in Buildings (LabEEE/UFSC), UFSC coordinated the development of the program’s technical and methodological framework. This initiative was carried out under agreements established within the scope of the National Energy Conservation Program, Procel Edifica.

Continuing the development of the Brazilian building labeling process, LabEEE/UFSC submitted a Work Plan proposal to Eletrobras/Procel, which resulted in the creation of the Brazilian Center for Energy Efficiency in Buildings (CB3E). This Center plays a critical and strategic role in assisting the Procel team in the implementation, monitoring, and quality assurance of the Building Labeling Program. It provides appropriate technical and scientific support, works towards continuous improvement, and ensures the quality control and verification of processes and inspection bodies accredited by Inmetro across Brazil.

Currently, the ECTI ECV 001/2024 agreement is in effect, establishing a technical and financial cooperation between ENBPar, LabEEE/UFSC, and FEESC for the objectives of the 4th PAR Procel 2022/2023. This agreement aims to provide technical support for the National Energy Efficiency Policy in the building sector through the integration of efforts, as well as to support the development of the DEO-Procel program, provide technical assistance for the mandatory implementation of conformity assessments of buildings regarding energy efficiency in Brazil, and develop a system for training and certifying professionals.
