Updating Energy Efficiency Requirements for Energy Codes in Salvador [2021-2022]

This project details the aspects present in the topic of Efficiency and Energy Alternatives of the Decree that establishes the IPTU VERDE Sustainable Certification Program in buildings in the Municipality of Salvador, with the objective of facilitating the understanding and application of the requirements for scoring to the evaluated projects.

The alternatives presented were based on national technical documents on the subject, such as the Inmetro Normative Instruction for the Energy Efficiency Classification of Commercial, Service and Public Buildings (INI-C) and the Inmetro Normative Instruction for the Energy Efficiency Classification of Buildings Residential (INI-R). Technical standards, such as ABNT NBR 15575:2021 (ABNT, 2021) and ABNT NBR 15220-2:2022 (ABNT, 2022), also supported the development of requirements for this criterion. In addition, the recommendations are also based on cost-benefit analyzes of energy efficiency alternatives throughout the life cycle of residential buildings that supported some criteria established in Ordinance No. 532 (MDR, 2022).

The consultancy carried out by LabEEE was presented in a report, which the application of several strategies to make the use of energy in buildings more efficient. Throughout the document, the requirements and procedures for evaluating the requirements that compose it are presented. High levels of energy efficiency are the result of efforts involving various actors throughout the life cycle of buildings, from the definition of design strategies to the way the building is operated throughout its useful life. Therefore, in addition to specifying strategies for optimizing energy consumption in buildings, it is crucial that building occupants contribute with good operating practices, as well as those in charge or managers ensuring proper maintenance so that the efficiency of the solutions is maintained.
