The energy rationing that took place in 2001 facilitated the approval, and subsequent sanction, of Law No. 10295, which provides for the National Policy for Conservation and Rational Use of Energy, regulated by Decree No. 4059 of December 19, 2001, which establishes “maximum levels of energy consumption, or minimum energy efficiency, of energy-consuming machines and appliances manufactured or sold in the country, as well as constructed buildings”. The decree creates a “Technical Group for Energy Efficiency in Buildings in the Country”, that is, a group that will propose a way to regulate buildings built in Brazil aiming at the rational use of electric energy.
Based on this law, it was proposed to include parameters of energy efficiency of efficiencies in the text of the Building Code of the Municipality of Salvador. In order to establish minimum energy efficiency criteria for buildings, the variables of the envelope that intervene in the consumption of electric energy of the building and that are common in the city of Salvador were observed. The Standard 90.1 approach was adopted, which is why its content was also considered in the survey of typologies, then including parameters such as the solar factor of the glazing and transmittance of the external walls. For the lighting system, the established criterion was the installed load density while for the air conditioning system, a simplification based on the efficiency of the system was chosen. The hot water system was included and the scope of the standard was extended to the residential sector.
The final text consists of modifications to existing articles and the insertion of new articles involving themes of energy efficiency and thermal and visual comfort. Modifications in the presentation of the project to the city hall for approval also had to be included, as well as innovative proposals for the city. The downloadable file presents the complete text of the proposed Building Code, with the text in black being the text of the current code and the text written in blue the new proposed text, with notes identifying whether the text is a modification of the current code or It is a new proposal inserted in the municipal law.

Together with the Building Code, it was perceived the need to prepare a manual with clarifications on the main themes of the Code and those that could be more difficult to understand. The manual is intended for the user of the Building Code after approval, but was also used for clarification with representatives of the entities involved. These also collaborated in its development as they presented doubts that were noted and subsequently inserted in the manual. The illustrated manual of the new energy efficiency proposals for the Salvador Building Code can be found in Annex 2. It is made up of 34 figures and 4 tables that illustrate the requirements of the articles. It also presents an introduction in which it clarifies the objectives of the proposal and a brief summary of the climatic conditions in Salvador that architects should be aware of.
